Q. Does Social Security count on the PAS-1?

A. Yes.

The PAS-1 is the combined application for ANCHOR. The Senior Freeze and Stay NJ property tax benefits.

Even though Social Security is not taxed by the state, the income is counted for calculating your benefit eligibility.

You can get more detail from the state’s instructions for the form.

On income, it says: “Complete lines 17a–17f and 18a–18f using information from your 2024 and 2025 Forms NJ-1040, SSA-1099, and any other relevant documents.”

Then specifically for “Line e,” it says: Enter the total amount of Social Security benefits (including Medicare Part B premiums) from Box 5 of Form SSA-1099.
