Does law require access to bathrooms?

Are retail establishments required to provide restrooms to customers? When a Delaware man was driving through New Jersey to visit his children when he suddenly had to use the restroom. He pulled over, entered a Wawa, and asked to use the employee bathroom because the store didn’t have a public one. The employee said no. The man did some research and learned about a bill that would require stores to allow certain customers the use of employee restrooms.
